Is this identification correct? Geobirds said this sighting is RARE which is strange because there are dozens of them at the Quesnel BC municipal dump.

I'd go with the ring-billed ID; everything is right but the snout. The beak is a-typical, perhaps damaged or a factory defect. ;^]
